Pradhan Mantri KISAN Samman Nidhi (PM Kisan Yojana): Apply Process

The Government with a view to augment the income of the farm families is implementing a Central Sector Scheme, namely,"Pradhan Mantri Kisan Samman Nidhi (PM Kisan Yojana)".  The Scheme is in effect from 01.12.2018.

Benefits and Eligibility conditions Of PM Kisan Yojana

  • All land holding eligible farmer families (subject to the prevalent exclusion criteria) are to avail of the benefits under this scheme, as per the recent cabinet decision taken during May 2019. The revised Scheme is expected to cover around 2 crore more farmers, increasing the coverage of PM-KISAN to around 14.5 crore beneficiaries, with an estimated expenditure by Central Government of Rs. 87,217.50 crores for year 2019-20.

  • Earlier, under the scheme, financial benefit has been provided to all Small and Marginal landholder farmer families with total cultivable holding upto 2 hectares with a benefit of Rs.6000 per annum per family payable in three equal installments, every four months.

Exclusion Categories

The following categories of beneficiaries of higher economic status shall not be eligible for benefit under the scheme:

  • All Institutional Landholders.
  • Farmer families in which one or more of its members belong to the following categories
  • Former and present holders of constitutional posts
  • Former and present Ministers/ State Ministers and former/present Members of LokSabha/ RajyaSabha/ State Legislative Assemblies/ State Legislative Councils, former and present Mayors of Municipal Corporations, former and present Chairpersons of District Panchayats.
  • All serving or retired officers and employees of Central/ State Government Ministries /Offices/Departments and its field units Central or State PSEs and Attached offices /Autonomous Institutions under Government as well as regular employees of the Local Bodies (Excluding Multi Tasking Staff /Class IV/Group D employees)
  • All superannuated/retired pensioners whose monthly pension is Rs.10,000/-or more (Excluding Multi Tasking Staff / Class IV/Group D employees) of the above category
  • All Persons who paid Income Tax in last assessment year
  • Professionals like Doctors, Engineers, Lawyers, Chartered Accountants, and Architects registered with Professional bodies and carrying out the profession by undertaking practices.

Details required from the beneficiary

The States shall prepare database of eligible beneficiary landholder farmer families in the villages capturing the Name, Age, Gender, Category(SC/ST), Aadhaar Number (in case Aadhaar Number has not been issued then Aadhaar Enrollment Number together with any other prescribed documents for purposes of the identification such as Driving Licence, Voters’ ID Card, NREGA Job Card, or any other identification documents issued by Central/State/UT Governments or their authorities,etc.), Bank Account Number and the Mobile Number of the beneficiaries.

In case of beneficiaries in States of Assam, Meghalaya, J&K where Aadhaar number has not been issued to most of the citizens, Aadhaar number shall be collected for those beneficiaries where it is available and for others alternate prescribed documents can be collected for identity verification purposes.

Responsibility of identifying the landholder farmer family eligible for benefit under the scheme shall be of the State/UT Government.

PM Kisan Samman Nidhi scheme will now be implemented in West Bengal also

As you all know, PM Kisan Samman Nidhi Yojana is an ambitious scheme of the Central Government. Under this, farmers are provided financial assistance of ₹ 6000 per year in three installments. The scheme was not implemented till now by the West Bengal government in West Bengal. To implement this scheme, the West Bengal government had laid down that the funds provided to the farmers under the PM Kisan Samman Nidhi Yojana should not go directly to the account of the farmers and go to the state government account. The central government refused for this. This condition has been withdrawn by West Bengal Chief Minister Mamata Banerjee.

Now PM Kisan Samman Nidhi scheme will also be started in West Bengal. The Chief Minister of the state started this scheme and also said that he has no problem with the implementation of this scheme and he has sought the details of all those farmers.
Those who have registered themselves on PM Kisan Samman Nidhi website. It was also told by Chief Minister Mamata Banerjee that the list of all the farmers will be verified by the state at the earliest.

Some highlights of PM Kisan Yojana

  • This scheme for farmers is 100 percent funded by the government.
  • This scheme is working for farmers from 01 December 2018.
  • Under this scheme, every farmer is provided financial assistance of Rs 6000 in three installments i.e. ₹ 2000 is deposited by the government in the farmers' account every 4 months.
  • Under the scheme, the beneficiaries are selected by the government and the central government.
  • This amount is given through direct bank transfer to the farmers' account.
  • Before registering under the scheme, every farmer has to contact the local Patwari / Revenue Officer / Nodal Officer (PM-Kisan) nominated by the government.
  • Common Service Centers (CSCs) have been authorized to register farmers for the scheme on payment of fees.
  • Farmers can also register themselves through the Farmers Corner in the portal.
  • Through Kisan Corner in the portal, farmers can also edit their name in PM-Kisan database as per their Aadhaar database / card.
  • Every farmer can know the status of his payment through PM Kisan Portal.
